Unlicensed Broadhurst Daycare Shut Down Over Safety and Legal Violations. The Gaborone City Council (GCC) has shut down Besties Day Care Centre in Broadhurst following a compliance inspection that revealed multiple serious violations. The facility has been charged for operating without a valid license and failing to meet basic health, safety, and legal standards.

According to officials, the daycare was found to be running within a residential property without proper authorisation. Inspectors also discovered that the centre employed foreign nationals without proper documentation, further compounding the legal infractions.

Key concerns included unsanitary conditions, overcrowding of children, and failure to meet the minimum requirements set out in the Children’s Act of 2009 (Part XV, Section 97(1)) and the Early Childhood Care and Education Policy of 2001 (Section 5.0, Subsection 5.1.3).

The GCC has reiterated its zero-tolerance policy on unsafe childcare facilities, noting that such conditions endanger the welfare and development of children. “Operators must comply with all licensing, staffing, and safety requirements. We cannot compromise the wellbeing of our youngest citizens,” a GCC spokesperson stated.

For entrepreneurs and business owners in the early childhood care sector, this case highlights the urgent need to prioritise regulatory compliance. Running a daycare without proper licensing or ignoring health and safety standards can lead not only to legal penalties but also reputational damage and business closure.

Business owners are urged to consult the relevant authorities and ensure they meet all operational guidelines before launching or expanding childcare services. GCC has made support resources available to assist operators in meeting legal and developmental standards.
