Public Invited to Comment on Newly Gazetted Tax Reform Bills. Three new tax bills have been published in the government gazette by the Minister of Finance, marking the start of a formal process that could reshape the country’s tax framework. The bills, gazetted on 15 December 2025, are the Income Tax Bill, the Value Added Tax Bill and the Tax Administration Bill. A fourth piece of legislation, the Customs Bill, was also gazetted on the same day, although attention is currently centred on the three tax measures.

The publication of draft tax legislation in the gazette signals an open call for public participation. Members of the public, industry stakeholders and professional bodies are invited to review the proposed laws and submit comments on areas they believe may require clarification or improvement. This consultation stage is a standard part of the legislative process and provides an opportunity for input before the bills are tabled for debate.

The three bills collectively point to potential changes across the tax system. The Income Tax Bill addresses matters related to taxation of income, while the Value Added Tax Bill deals with consumption tax rules. The Tax Administration Bill outlines procedures and structures linked to the administration and enforcement of tax laws.

The Ministry of Finance is expected to present the bills to Parliament during the February 2026 sitting. If approved by lawmakers, the proposed legislation may come into effect on 1 July 2026. Until then, the bills remain in draft form and subject to revision based on feedback received during the consultation period and parliamentary deliberations.

The gazetting of the bills marks an important step in the legislative cycle, signalling both possible reform and an invitation for public engagement in shaping the country’s future tax environment.
