Policy and Capital Market Reforms Spotlighted as Key to SME Growth in Botswana. The role of policy reform and access to appropriate financing in strengthening small and medium enterprises took centre stage during discussions led by senior representatives from the Botswana Institute for Development Policy Analysis and the Botswana Stock Exchange.

Dr Pinkie Kebakile, Head of Trade, Industry and Private Sector Development at BIDPA, outlined the institution’s mandate as Botswana’s policy think tank and emphasised the importance of creating an enabling environment for SMEs to grow sustainably. She highlighted regulatory reform, targeted support mechanisms and strong institutional frameworks as critical factors in helping smaller businesses expand beyond early-stage operations.

Kebakile noted that policy interventions must be deliberate and responsive to the challenges faced by SMEs, particularly in navigating regulatory requirements and accessing growth opportunities. She underscored the need for coherent frameworks that allow enterprises to scale in a structured and sustainable manner, while remaining competitive within the broader economy.

Following her presentation, Thapelo Moribame, Head of Market Development at the Botswana Stock Exchange, focused on financing solutions available to SMEs through the capital markets. She outlined several frameworks introduced by the BSE aimed at reducing risk for smaller businesses and improving their ability to participate in formal financial markets.

Moribame explained that these frameworks are designed to support SMEs as they transition from informal operations into more formal, scalable enterprises. She highlighted the importance of tailored financial instruments and market structures that align with the realities of smaller businesses, while preparing them for long-term participation in the capital markets.

Together, the presentations highlighted the link between sound policy design and accessible financial platforms in supporting SME development. They reinforced the view that with the right regulatory environment and financing tools, SMEs can move from the periphery into a more central role within Botswana’s economic growth agenda.
