According to the Minister, Botswana is facing a combination of weakening revenues, rising government expenditure, declining foreign reserves and increasing pressure on its sovereign credit ratings. He cautioned that without timely and decisive intervention, fiscal imbalances could worsen, placing broader economic stability at risk.

In response to these challenges, the upcoming budget will outline new austerity measures that are intended to be firm, targeted and implemented without delay. Minister Gaolathe indicated that the focus will extend beyond short-term spending cuts, with particular attention placed on curbing the growth of recurrent expenditure, which continues to place strain on the national fiscus.

The Minister said the objective of the proposed measures is to restore fiscal discipline and protect Botswana’s creditworthiness, while ensuring that limited public resources are directed toward priority areas. By containing recurrent costs, government aims to create fiscal space that can be redirected toward development-focused spending.

This approach, he explained, would allow for increased investment in infrastructure, productivity-enhancing projects and initiatives that support long-term economic transformation. The emphasis is on shifting the balance of public expenditure away from consumption and toward investment that can contribute to sustainable growth.

Minister Gaolathe stressed that austerity should be viewed as a fiscal management tool rather than an end in itself. He said the intention is to rebalance the budget in a way that strengthens the country’s economic foundations and improves the effectiveness of public spending.

While detailed measures are expected to be outlined in the 2026/2027 Budget, the announcement signals a period of tighter fiscal management as government seeks to stabilise public finances amid a challenging economic environment.
