Botswana Shifts Economic Focus from Procurement to Production-Led Growth. Botswana has signaled a major change in its economic approach, moving from a procurement-driven model to one focused on production, value addition, and competitiveness. The government says this transition is central to the National Development Plan 12 (NDP12) and the Botswana Economic Transformation Plan (BETP).
Under the new framework, businesses will no longer depend primarily on government tenders or the annual public budget cycle. Instead, the economy will increasingly be driven by the production and sale of goods and services to households, businesses, and export markets. Success will now be measured by productivity growth, value addition, job creation, and export earnings, rather than the volume of invoices issued to government.
Government officials have emphasised that procurement will continue to meet public needs, but it will no longer serve as the primary engine of economic growth. This shift reflects an assessment of Botswana’s current economic realities. The previous model, heavily reliant on diamond revenues and a strong state presence, has supported stability and growth for decades but is now viewed as insufficient to address future challenges.
Fiscal pressures, including tightened fiscal space, reduced buffers, and rigid recurrent spending, have highlighted the limitations of a procurement-led economy. By prioritising production, competitiveness, and exports, the government aims to encourage private sector-led growth, diversify revenue sources, and reduce long-term dependence on public spending.
This policy change marks a fundamental reset in Botswana’s growth strategy, with a focus on broadening economic participation and building resilience. As the country implements NDP12 and the BETP, officials expect the private sector to play a more prominent role in driving economic transformation, ensuring sustainable development, and creating new opportunities for citizens across industries.
