Botswana Sets Course for Private-Led Growth Through NDP12. Botswana’s Parliament has officially begun deliberations on the forthcoming National Development Plan (NDP12), a five-year roadmap that aims to transition the country from a diamond-dependent economy to one driven by private sector growth and innovation.
The National Planning Commission (NPC), working in partnership with Botswana’s Parliament, is leading the initiative under the theme “Building a Diversified and Inclusive Deep Economy for Sustainable Jobs.” The plan outlines bold strategies to tackle fiscal imbalances, promote industrialization, and strengthen the private sector’s role in driving economic transformation.
Delivering the opening remarks, Minister for State President Hon. Moeti Caesar Mohwasa emphasized that Botswana must move beyond its traditional reliance on minerals and instead focus on sustainable, inclusive growth. “The current economic model is no longer viable,” he said, noting persistent fiscal deficits, external imbalances, and a narrow economic base that have hindered progress.
A key differentiator in NDP12 is the Botswana Economic Transformation Programme (BETP), which focuses on execution and measurable impact. The programme promotes stronger collaboration with the private sector, investment in infrastructure, skills development, and the adoption of disruptive technologies to modernize industries and stimulate exports.
Minister Mohwasa further stressed that successful implementation will require disciplined project management. “Government remains committed to ensuring that projects are delivered on time, within budget, and with minimal variations,” he said. He also called on Members of Parliament and key stakeholders to ensure accountability and effective execution throughout the process.
NDP12 represents Botswana’s strategic shift toward an economy where entrepreneurship, innovation, and private investment play a central role in achieving long-term stability and job creation.
