Botswana Opens Market Sounding for Affordable Housing Investment Partnerships. The Ministry of Water and Human Settlement has issued a fresh call for Expressions of Interest (EOI), inviting eligible investors to partner with the Republic of Botswana in the delivery of affordable housing. This initiative, managed through the Department of Housing, aims to gather market insights and identify financially capable stakeholders ready to support the country’s ambitious housing goals.
This non-binding EOI is part of an ongoing market sounding exercise and follows a previous call issued on 29 April 2025. It seeks to evaluate investor appetite and capacity to deliver 100,000 affordable housing units across all 61 constituencies over a two-year period.
Targeting both local and international entities—individuals, private, or public companies—the Ministry is prioritizing models that promote home ownership through rent-to-buy or outright purchase schemes. Interested investors must demonstrate financial sustainability and submit a comprehensive business proposal, including a company profile, proof of funding, letters of intent from financial institutions, and detailed housing development plans.
Key selection criteria include:Detailed company background and financial strength.Innovative approaches or technologies proposed.Budget estimates and value contribution, including preferred housing ownership model.Prioritization of constituencies for development.
The Ministry emphasizes that this EOI is solely for market research and does not constitute a formal tender or procurement process. No commitments or obligations will arise from submissions, and costs incurred during proposal preparation will not be reimbursed.
Entrepreneurs and investors ready to contribute to Botswana’s housing development are encouraged to participate by submitting their proposals per the outlined criteria. This initiative forms part of the Government’s broader strategy to address housing needs while creating sustainable opportunities for private sector collaboration.
