Botswana Moves to Unlock Investment Through Land Reforms and Digital Payment Infrastructure. The Government of Botswana is rolling out a series of economic reforms aimed at creating a more investor-friendly environment, with a focus on improving land accessibility, modernizing legal frameworks, and accelerating infrastructure development.

President Duma Boko revealed these initiatives as part of a broader national effort to enhance competitiveness and meet investor expectations. The reforms are designed to remove bottlenecks that have traditionally slowed business growth and to stimulate private-sector participation in the country’s economic transformation.

A key highlight of the reforms is the establishment of a National Retail Payment Switch (NRPS), a major step toward modernizing Botswana’s financial system. The NRPS will provide a unified platform that allows for seamless, secure, and efficient electronic payments across all financial institutions and mobile operators.

To drive this process, a Special Purpose Vehicle (SPV) will be established under the Bank of Botswana this November to oversee the procurement and implementation of the system. The project is expected to be completed within 12 months.

President Boko noted that while he initially proposed a six-month completion timeline, technical constraints and operational complexities led to an adjusted schedule. However, he emphasized that ongoing efforts aim to deliver the project sooner to meet the growing demands of Botswana’s evolving digital economy.

The combination of regulatory reform, improved land access, and digital infrastructure investment is expected to strengthen Botswana’s position as a regional hub for trade and finance. For local entrepreneurs and investors, these developments represent new opportunities for growth, innovation, and participation in a more connected and business-ready economy.
