Botswana Issues Tender for 24-Hour Security Services at IEC Facilities, Open to Local SMEs. The Government of Botswana has officially issued a tender for the provision of 24-hour security guard services over a 36-month period at the Independent Electoral Commission (IEC) Head Office and Gaborone West Supplies Depot.
This tender, Reference No. SP/IEC/005/2025-2026, is open under Domestic Bidding and specifically reserved for 100% citizen-owned small, medium, and micro enterprises (SMMEs) with an annual turnover not exceeding P10 million. This aligns with national policies promoting local ownership and inclusive economic participation.
The procuring entity is the Independent Electoral Commission, and all bidders must be registered with the Public Procurement Regulatory Authority (PPRA) under Code 100: Security Services, Sub-code 01: Guard Services.
Bidders must also comply with the Economic Diversification Drive (EDD) guidelines and are encouraged to submit valid EDD certificates to benefit from relevant preference margins. The Local Procurement Scheme Presidential Directive No. 19 (B) of 2013 will also apply.
Tender documents can be collected from 17 July 2025 at the IEC offices in Block 10, Plot No. 75739, between 08:30 and 15:30. A non-refundable fee of P150 is required, with a discounted rate of P75 for youth companies upon submission of ID documentation.
A mandatory site clarification meeting will be held on 25 July 2025 at 10:00 AM at the IEC Head Office. Attendance is strictly limited to representatives of one company per individual.
The closing date for submissions is 4 August 2025 at 10:00 AM, and late submissions will not be accepted. Bidders must follow the two-envelope submission method, separating technical and financial proposals as instructed.
