Botswana’s First Oil Refinery Project Unveiled by Seth Resources. Seth Resources Petroleum has announced plans to construct Botswana’s first oil refinery, a landmark project estimated to cost between US$20 billion and US$30 billion (approximately P270 billion to P400 billion). The refinery is set to become one of the most ambitious industrial developments in the nation’s history, positioning Botswana firmly on Africa’s energy map.

The announcement was made during the launch of the Botswana Youth, Women and Citizens Oil and Gas Training Programme, where Seth Resources CEO Brian Mmusi confirmed that feasibility studies and business plans for the refinery have been completed. He added that the company expects to sign key off-take agreements with stakeholders in June, a step that will anchor the project’s next phase.

The refinery is envisioned as the centerpiece of a new energy hub, designed to create opportunities for citizen participation in the oil and gas value chain. By integrating training initiatives with industrial development, Seth Resources aims to ensure that Batswana are equipped with the skills and knowledge to benefit directly from the project.

Mmusi emphasized that the refinery will not only enhance Botswana’s energy security but also stimulate economic growth by opening new avenues for investment, employment, and industrial diversification. The project is expected to generate significant opportunities for local businesses and communities, reinforcing the importance of citizen involvement in large-scale infrastructure ventures.

As Botswana takes steps toward establishing its first refinery, the initiative signals a bold move to diversify the economy and strengthen the country’s role in regional energy development. With feasibility studies complete and stakeholder agreements on the horizon, the project represents a transformative vision for Botswana’s industrial future.6
