BURS Clarifies Three-Day Transit Rule Following Online Debate. The Botswana Unified Revenue Service has issued a public notice clarifying the purpose and application of the three-day transit period following recent social media commentary.

According to the authority, the transit period is a long-standing administrative control that applies specifically to goods declared for customs transit. These are goods that enter Botswana while en route to another destination and are not intended for domestic use. The rule does not apply to general road usage or ordinary transport activities.

BURS explained that the transit timeframe is determined as part of the customs declaration process completed at the point of entry. Transporters or clearing agents indicate the reasonable period required for the movement of goods through the country, and the approved timeframe is granted accordingly.

Where circumstances require additional time, established customs procedures allow for extensions. Applications for such adjustments are considered through official processes and are generally approved, except in exceptional situations.

The authority stated that transit control periods form a standard component of international customs practice. Goods declared as being in transit are allowed to move through a country without payment of duties or taxes, on the condition that they exit within a monitored timeframe

Officials said these measures are necessary to prevent diversion of goods into the domestic market and to reduce risks associated with illicit trade. The system also supports the protection of national revenue by ensuring that goods not intended for local consumption are properly tracked while passing through the country.

BURS reaffirmed its commitment to facilitating legitimate trade movements while maintaining effective oversight of cross-border goods. The clarification was issued to address public misunderstanding and to ensure accurate information regarding customs transit procedures and their purpose.
