JICA to Strengthen Botswana’s Textile Sector with New Fabric Warehouse Initiative. The Japan International Cooperation Agency (JICA) is set to bolster Botswana’s textile industry through a partnership with the Botswana Development Corporation (BDC), aiming to establish an integrated fabric and accessories warehousing model.

The initiative seeks to address challenges faced by local manufacturers, including gaps in fabric availability and production coordination. By creating a centralised warehousing system, the model will support both large-scale manufacturers and small and medium-sized enterprises (SMEs), ensuring access to essential materials at scale.

A key feature of the model is the identification of an experienced Cut-Make-Trim (CMT) factory to act as an anchor for the sector. This anchor facility would maintain significant fabric stocks and distribute materials to other manufacturers, creating a more efficient supply chain. Pooling demand in this way is expected to reduce unit costs, shorten lead times, and help producers meet the volume requirements of international buyers, particularly those under the African Growth and Opportunity Act (AGOA).

Japanese technical experts are also expected to play a role in the project, providing guidance on quality standards and compliance to enhance competitiveness and ensure that local production aligns with international expectations.

The warehousing model is anticipated to first stabilise supply for domestic retailers before gradually expanding to support exports under AGOA. By providing consistent access to materials and technical support, the initiative could strengthen the entire textile value chain in Botswana, from raw fabric supply to finished garments.

JICA’s intervention reflects a growing focus on supporting industrial infrastructure and capacity building in Botswana’s manufacturing sector. The project aims to make the local textile industry more competitive, sustainable, and capable of meeting both local and international demand.
