The Bill, gazetted on 8 August 2025 and passed by Parliament the following week, will officially come into effect once enacted into law.
The new Reverse VAT provision will reshape how educational institutions handle tax obligations when procuring certain services. Under this mechanism, instead of the supplier charging VAT, the responsibility shifts to the institution receiving the service. This places the onus on schools, colleges, universities and training centres to register for VAT where applicable and remit the tax directly to the Botswana Unified Revenue Service (BURS).
For Botswana’s entrepreneurs and businesses operating in the education value chain, the upcoming requirement signals the need for early preparation. Institutions will need to strengthen their administrative capacity, improve compliance systems and ensure that finance teams understand the operational implications of Reverse VAT.
