Insourcing to Strengthen Job Security and Protect Workers, Says BLLAHWU. The Botswana Land Boards, Local Authorities and Health Workers Union (BLLAHWU) has welcomed the government’s hybrid public service model, stating that insourcing will help curb worker exploitation while promoting stable, long-term employment.
BLLAHWU Secretary General Motshidisi Onyebo Mafoko said the shift towards insourcing marks a turning point for labour relations in Botswana, particularly within the public service. He noted that outsourcing practices have often left workers vulnerable to unfair treatment, with many experiencing low wages, delayed payments, and lack of job security.
“Insourcing ensures that workers are recognised as part of the public service system,” Mafoko said. “It gives them access to benefits such as housing schemes, loans, and pensions, while ensuring they are treated fairly and paid on time.”
He emphasised that the model will also have broader economic benefits, helping stabilise household incomes and strengthen Botswana’s internal economy through increased financial participation and productivity among workers.
BLLAHWU believes that ensuring permanent and pensionable employment is vital for building a motivated and skilled workforce capable of supporting the government’s long-term development goals. Mafoko added that the union will continue engaging with policymakers to ensure that the transition from outsourcing to insourcing is implemented effectively and fairly across sectors.
The union’s position aligns with the government’s ongoing review of labour practices aimed at improving employment standards and reducing dependency on external contractors in essential services.
