Botswana Launches P2.7 Billion National Energy Compact to Power a Clean Energy Future. Botswana has officially launched its National Energy Compact, a transformative clean energy framework backed by over P2.7 billion in funding from the World Bank and the African Development Bank (AfDB). The initiative was unveiled this week by Minister of Minerals and Energy, Hon. Bogolo Kenewendo, marking a significant step toward universal energy access and a low-carbon economy.
The National Energy Compact sets an ambitious roadmap to connect more than 220,000 new households to electricity while raising the share of renewable energy from 8% to 50% by 2030. The initiative also promotes clean cooking solutions and energy efficiency to ensure that every Motswana has access to safe, reliable, and affordable energy.
During the launch, Minister Kenewendo confirmed that Botswana has been authorised to issue International Renewable Energy Certificates (I-RECs) through the I-TRACK Foundation, with the Green Certificates Company serving as the national issuing body. This global system ensures transparent digital tracking of renewable electricity generation and consumption, positioning Botswana among countries with verified green energy systems.
The Minister also highlighted the success of the Rooftop Solar Programme, which allows citizens and businesses to generate their own power. Initially capped at 10 MW, the programme’s limit was increased to 75 MW in September 2025, reflecting growing confidence in decentralised energy solutions.
World Bank representative Mirlan Aldayarov announced that Botswana will benefit from over $200 million (approximately P2.7 billion) in renewable energy projects, including investments in solar infrastructure, battery storage, and regional interconnectors.
AfDB’s Anders Cajus Pedersen described the Compact as “locally owned with regional significance,” reaffirming the Bank’s commitment to supporting Botswana through climate finance and technical assistance.
