BCP Warns Against Citizenship-for-Investment Plan, Citing National Security and Sovereignty Risks. The Botswana Congress Party (BCP) has raised strong objections to the government’s newly announced citizenship-by-investment initiative, describing it as a risky and poorly consulted policy that could have long-term implications for the nation’s sovereignty.

The initiative, launched through a Memorandum of Agreement signed between the Government of Botswana and Arton Capital in New York, proposes granting Botswana citizenship to foreign investors for a minimum investment of US$75,000. Formal applications are expected to open in early 2026, positioning Botswana among a small number of African nations exploring similar investor-citizenship models.

BCP President Dumelang Saleshando criticised the government for proceeding with the agreement without engaging citizens or Parliament, saying such a major policy shift required thorough debate and transparency.

“This initiative was introduced without consulting Batswana or seeking parliamentary approval,” Saleshando said. “It exposes the country to serious risks, including potential financial crimes, terrorism financing, and the erosion of national sovereignty.”

He further cautioned that Botswana’s reputation for good governance and prudent economic management could be jeopardised if the programme is not carefully structured and monitored.

The citizenship-by-investment model typically allows foreign nationals to acquire citizenship or residency in exchange for direct financial contributions, real estate purchases, or investments in national development funds. While proponents argue that it attracts foreign capital, critics warn of loopholes that could be exploited for illicit purposes.

The BCP has called for the immediate suspension of the agreement pending broader stakeholder consultations, urging government to ensure that any future investment initiative aligns with Botswana’s democratic principles, transparency, and public accountability.
