NPC Report Reveals 0% of Government Projects Delivered on Time or Within Budget. The National Planning Commission (NPC) has released a sobering report revealing that none of Botswana’s government projects were completed on time, within budget, or within scope during the first quarter of the 2025/26 financial year.

Presented to Parliament by the Minister for State President, Hon. Moeti Mohwasa, the Quarter 1 Project Implementation Report highlights significant execution challenges across key sectors. The findings come as part of the draft Twelfth National Development Plan (NDP12), which aims to redefine project delivery and governance over the next five years.

According to the report, overall government performance for 2025 stood at 53%, underscoring continued inefficiencies in delivering policies, programmes, and projects as planned. The NPC also raised concerns about weak data management systems, revealing that only 12 of 74 key performance indicators (KPIs) had data available on schedule during the 2024/25 financial year.

The report further noted that historical data for setting project deadlines remains largely unavailable, hampering effective planning and performance evaluation. This data gap has contributed to recurrent delays and budget overruns that have become a growing concern among oversight bodies and the business community.

Minister Mohwasa assured Parliament that government is taking corrective action by strengthening monitoring and evaluation frameworks, enhancing inter-ministerial coordination, and improving capacity for project management

He added that under NDP12, project implementation will focus on accountability, data-driven performance tracking, and more efficient resource utilization to ensure that national development objectives are achieved.

As Botswana moves forward with its new development plan, the findings underscore the urgent need for stronger execution systems to support the country’s goal of building a private-led and results-driven economy.
