Competition Authority Probes Impact of Vegetable Import Ban on Informal Traders. Botswana’s vegetable import ban, introduced in January 2022 to support local farmers, strengthen food security, and reduce reliance on imports, has come under scrutiny following revelations of unintended consequences for small-scale traders.
While the policy was designed to create opportunities for domestic producers, investigations by the Competition and Consumer Authority (CCA) have uncovered evidence of cartel-like behaviour within the supply chain. According to the CCA, certain commercial producers manipulated pricing and controlled supply in ways that favoured their own interests while excluding smaller market participants.
The findings suggest that some large-scale producers took advantage of the ban by creating barriers that made it harder for informal vendors — particularly hawkers — to access affordable produce. This exclusion not only reduced competition but also limited consumer choice and disrupted livelihoods in Botswana’s informal trade sector.
