Botswana’s Ikaegeng XTL Project: Pioneering the Shift from Coal to Cleaner Fuels. Botswana Oil Limited has been entrusted with leading the Ikaegeng XTL project, a landmark $4 billion initiative that aims to convert the country’s abundant coal reserves into cleaner liquid fuels. This ambitious Coal to Liquids (CTL) project has the potential to meet at least 80% of Botswana’s fuel demand, significantly cutting reliance on fuel imports and enhancing the nation’s energy security.

The Ikaegeng XTL project is designed to go beyond fuel production. It will stimulate growth in downstream industries by enabling local manufacture of products such as fertilizers and explosives, thereby broadening the industrial base and creating new business opportunities.

To manage the project’s complexity, the government has adopted a Public Private Partnership (PPP) approach under a Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) model. This structure will attract private sector expertise and capital while ensuring public interests are safeguarded.

The Botswana Investment and Trade Centre (BITC) is playing a key role by attracting strategic investors and facilitating smooth project implementation. BITC’s involvement is crucial to mobilize the necessary financing and partnerships that will drive the project’s success.
